Position Description:

Manager, Environmental Services - Texas and Gulf Coast RegionJOB SUMMARY:Implements and oversees environmental compliance programs in assigned locations to ensure federal, state, and local regulations are met and a safe, healthy and accident-free work environment is provided in accordance with applicable regulations and PSC policies and procedures. PRINCIPAL DUTIES AND RESPONSIBILITIES:* Implements policies, procedures and programs to address environmental concerns, including reducing risk from potential hazards in the work place.* Ensures quality control procedures are established to monitor all aspects of regulations.* Prepares and submits all required federal, state, and local reports for air, water, waste matters, including but not limited to RCRA, TSCA, SWPPP, NPDES, NESHAPS, SPCC, TRI, chemical inventory, etc. * Provides technical leadership and functional guidance to operating unit personnel to ensure environmental standards communicated by regulatory agencies are being enforced.* Ensures appropriate environmental permits (air, water and waste, etc.) are in place.* Negotiates with agencies to obtain favorable permit conditions and settlements. * Participates in customer job walks and project site auditing.* Provides regulatory assistance to internal and external customers as needed.* Assists operations with permits for equipment/projects.* Attends regulatory seminars as needed to stay current with regulatory changes.* Conducts audits of company EHS programs, as well as 3rd parties, to identify and control loss producing exposure to limit PSCs financial liabilities.* Assists with emergencies, as needed.* Conducts training as required to ensure compliance with agency requirements, and company policies and procedures.* Ensures day-to-day compliance and recordkeeping requirements are met. MEASURES OF PERFORMANCE:* Facility compliance during audits, NOV’s.* Location compliance with program objectives* Accuracy and timeliness of reportsEDUCATION/CREDENTIALS: Position requires:* 4-year degree in Environmental Management/Engineering, or related field, * 2-year degree in a environmental or related field with 5 years experience dealing with regulatory compliance issues, or 10-years of relevant experienceJOB RELATED EXPERIENCE:* 3-5 years of practical field experience in a service or plant environment. DEMONSTRATED KNOWLEDGE, SKILLS AND ABILITIES:* Well-developed technical and working knowledge of federal, state and local regulations, including but limited to RCRA, TSCA, air and water* Well-developed knowledge of environmental compliance and operational procedures sufficient to build unique solutions to problems and inter-relate the environmental compliance functions to other jobs within the company.* Good training skills* Excellent written and verbal communication skills* Proficiency with Microsoft products (Word, Excel, PPT)WORKING ENVIRONMENT:* 50% Field related activity* 50% Office / administrative related activity* Position supports territory in the Texas and Gulf Coast regions
